The Space Network’s Guam Remote Ground Terminal (GRGT) was operational. By the mid 1990’s, NASA decided to close the Zone of Exclusion (ZOE) gap over the Indian Ocean. NASA looked at its options and determined that Guam was an ideal solution because of its previous experience with tracking during the Apollo program and that it was a US Territory. GRGT was built on land owned by the Navy about ten miles from the Apollo station.
